Artículo veinticuatro . En los permisos para utilizar aguas de uso público, y en las concesiones de fuerza hidráulica, el Ministerio de la Economía Nacional determinará las condiciones y obligaciones a cargo de los beneficiarios, que estime adecuadas para asegurar el logro de los fines que persigue el plan de fomento. Al mismo objetivo subordinará la realización y servicio de las obras de desecación y riego.
