Para ascender al grado de Coronel o Capitán de Navío, no siendo Oficial diplomado en Estado Mayor, se requiere, además de los requisitos exigidos en el artículo anterior, presentar, sustentar y aprobar una tesis que seleccione de los tres (3) temas que le serán impuestos por el Comando General de las Fuerzas Militares, a solicitud del interesado, con doce (12) meses de anticipación a la fecha en la cual cumpla antigüedad.
