Esta Ley rige a partir de la fecha de, supromulgación. No obstante la extinción del dominio se declarará, cualquiera sea la época de la adquisición o destinación ilícita de los bienes. En todo caso se entenderá que la adquisición ilícita de los bienes no constituye justo título, causa un grave deterioro a la moral social y es conducta con efectos permanentes.
