La maquinaria, equipos, materias primas y repuestos nuevos o de modelos producidos hasta con cinco (5) años de antelación al momento de importar los que se instalen o utilicen en los municipios contemplados en el artículo 1º de la presente Ley, estarán exentos de todo impuesto, tasa o contribución, siempre que la respectiva licencia de importación haya sido aprobada por el Ministerio de Comercio Exterior a más tardar el día 31 de diciembre del año 2003.
