ARTICULO 81. Las juntas, Consejos Directivos, Consejos Superiores de los Establecimientos Públicos, no podrán expedir acuerdos o resoluciones que incrementen salarios, primas, bonificaciones, gastos de representación, viáticos, horas extras y prestaciones sociales, ni autorizar con órdenes de trabajo soluciones educativas y horas cátedra.
