Auncuando la Escuela Industrial de Buenaventura tendrá sus puertas abiertas a los jóvenes de todos los Departamentos, Intendencias y Comisarias del país, al otorgar las becas oficiales para dicho establecimiento, o en las que él mismo suministre, se dará prelación a los jóvenes oriundos de la costa pacífica colombiana, o sea de los Departamentos de Nariño, Cauca, Valle y Chocó, de tal suerte que éstos representen no menos del 70% de los alumnos becados.
