En el caso de que las rentas no alcancen en la próxima vigencia a dos millones de pesos ($2.000,000), mensuales, el Gobierno procederá:

I. A reorganizar los servicios administrativos de su dependencia, con el fin de hacer economías en todos los capítulos del Presupuesto hasta limitar los gastos en relación con las entradas;

II. A reducir el pie de fuerza hasta cuatro mil hombres.

Parágrafo

En cuanto al ejercicio y los fines de las anteriores facultades lo requieran, podrá el Poder Ejecutivo trasladar partidas de un capitulo o articulo a otro capítulo o artículo, y aun de uno a otro de los departamentos de Gobierno.
