Artículo treinta y dos . El Instituto de Fomento Industrial tendrá un capital no menor de cuatro millones de pesos, aportados así: tres millones de pesos por el Gobierno Nacional, y un millón de pesos por el Banco Central Hipotecario. Este capital podrá aumentarse mediante la suscripción de acciones por los bancos comerciales y por los individuos o entidades, oficiales o particulares. El Instituto podrá iniciar operaciones cuando este pagado el 50% de su capital mínimo.
