Créanse los Círculos Notariales de Ríohacha, Uribia, Maicao, Barrancas, Fonseca, San Juan del Cesar y Villanueva, con jurisdicción en cada uno de dichos Municipios. Asímismo, se crean dos (2) Oficinas de Registro de Instrumentos Públicos y Privados, una en Ríohacha, que comprenderá los Círculos Notariales de Ríohacha, Uribia, Maicao y Barrancas, y otras en San Juan del Cesar, que comprenderá los de San Juan del Cesar, Villanueva y Fonseca.
