Para cumplir el artículo quinto del Convenio que crea la Administración de Socorro y Rehabilitación de las Naciones Unidas, aprobado por la Ley 101 de diciembre 31 de 1944 y promulgado en el Decreto Número 1371 de 5 de junio de 1945, autorizase al Gobierno Nacional para invertir hasta la cantidad de cuatro millones ochenta y tres mil pesos ($4.083.000.00) en el pago de la aportación de Colombia para la administración de Socorro y Rehabilitación de las Naciones Unidas.
