Revístese al Presidente de la República de precisas facultades extraordinarias, por el término de cuatro años a partir de la promulgación de la presente Ley, para que tome las medidas a que haya lugar, con el exclusivo fin de sentar las bases para la construcción del canal interoceánico Atrato-Truandó por el Departamento del Chocó.
