El presente decreto rige a partir de su publicación, deroga todas las disposiciones que le sean contrarias, en especial las del Decreto 2713 de 2001 y surte efectos fiscales a partir del 1º de enero de 2002, salvo los efectos dispuestos en los artículos 9º y 11.
