Art. 14. Los Inspectores generales, provinciales y locales, para hacer eficaces las providencias que dicten en cumplimiento de sus deberes y para castigar toda falta, omisión, morosidad, negligencia ó descuido en la enseñanza, en la Inspección ó en la Administración de Instrucción publica, podrán imponer multas de dos pesos ($ 2) á veinte pesos ($20) según la gravedad del caso.
