Art. 116. En cada Distrito Municipal habrá los Jueces Municipales que determinen el consejo Municipal. A este término corresponde hacer el nombramiento de tales Jueces, y separar, cuando lo estime conveniente, y de acuerdo con el Gobernador respectivo, el despacho de lo civil del de lo criminal.

Cada Juzgado tendrá un Secretario y el Personal que fije el Consejo, empleados que serán de libre nombramiento y remoción de Juez.
