Artículo segundo. Corresponderá al Alcalde de cada Municipio, con la colaboración de los funcionarios oficiales y de los institutos vinculados al fomento agrícola, ganadero y forestal, la elaboración de programas especiales para exaltar los méritos y la laboriosidad de las personas dedicadas a las labores aerícolas o ganaderas en la respectiva jurisdicción.
