Artículo primero. Los exportadores de oro podrán girar contra sus cuentas de depósitos mediante órdenes de pago a favor de las personas con quienes negocien libremente las respectivas monedas extranjeras, y el Banco atenderá tales pagos sin que al efecto se requiera autorización de la Oficina de Registro de Cambios. Estas órdenes de pago y los giros correspondientes no cansan el impuesto de timbre sobre operaciones de cambio internacional de que trata el artículo 5° del Decreto 568 de 1946 y disposiciones concordantes.
