Cuando por muelles privados se movilicen cargamentos de los autorizados en el artículo anterior y su liquidación al aplicar la tarifa ad valorem sea superior a US$ 10.00, o inferior a US$ 0.50 para importación, y superior a COL$ 100.00 o inferior a COL$ 20.00 para exportación, cabotaje, fluvial, por tonelada peso o volumen se liquidara, facturará y cobrara por tonelada peso o volumen conforme a estos topes.
