Articulo 75 . Cuando la entidad concedente encuentre que aparece plenamente comprobado que la presunta infracción invocada no ha existido, que el inculpado no la cometió, que las normas que regulan el juego de apuestas permanentes permiten la conducta o hecho que se investiga o que el procedimiento no podía iniciarse o proseguirse, procederá a declararlo así y ordenara cesar todo procedimiento contra el presunto infractor.
