° Corresponde a los Almacenistas hacer los contratos de transporte de los materiales que por su naturaleza no sean de los que deben conducir a su destino gratuitamente los contratistas de correos. En los lugares en que haya, oficina de fletes oficiales, el Almacenista los entregará la carga que tenga, siempre que dichas oficinas se fallen en capacidad de despacharla a su destino en condiciones de rapidez, economía y seguridad que compitan con las agencias particulares. También corresponde a los Almacenistas reviar y aprobar, si fuere el caso, los arreglos que para transportes efectúen los encargados de depósitos de su dependencia.
