º . Dentro del presupuestó de inversión de cada institución de educación superior, excepto el de las instituciones intermedias profesionales, se abrirá un rubro para el fomento y desarrollo de programas de investigación constituido por un mínimo del dos por ciento (2%) de su monto total de los ingresos corrientes.

Parágrafo

Para los efectos del presente Decreto se consideran ingresos corrientes los aportes estatales y los derechos pecuniarios establecidos en el artículo 163 del Decreto extraordinario 80 de 1980.
