Art. 3º En tiempo de paz sólo el Ministerio de Guerra puede dar bajas, letras, licencias y comisiones, y de aquí el que en todo pasaporte, cualesquiera que sean su causa y el empleado que lo expida, se citará precisamente la orden del Ministerio que lo haya motivado. Se exceptúan los pasaportes para escoltas de correos y de presos.
