- Primero. REVÓCASE la sentencia del treinta y uno (31) de agosto de mil novecientos noventa y ocho (1998), proferida por el Tribunal Administrativo del Atlántico. En consecuencia, se concede la tutuela solicitada por la señora Carmen Alicia Consuegra González contra el departamento del Atlántico y el municipio de Baranoa (Atlántico).
- Segundo. ORDÉNASE al Gobernador del departamento del Atlántico y al Alcalde del municipio de Baranoa, si ya no lo hubieren hecho, procedan, dentro de las cuarenta y ocho (48) horas siguientes a la notificación del presente fallo, a la afiliación al régimen de Seguridad Social, a la demandante de esta tutela.
- Si por la imprevisión administrativa no hubiere partida presupuestal disponible, las cuarenta y ocho(48) horas se conceden para que se inicien los trámites correspondientes, con miras a efectuar las adiciones presupuestales que permitan tal afiliación.
- Por Secretaría General, líbrense las comunicaciones a que se refiere el artículo 36 del decreto 2591 de 1991.
