Primero. CONFIRMAR, por las razones expuestas en la parte motiva de esta providencia, el fallo proferido el nueve (9) de abril de 1999 por el TRIBUNAL ADMINISTRATIVO DEL TOLIMA, que denegó la tutela interpuesta por el señor FERNANDO GODOY BUSTOS, y el fallo de la SECCION TERCERA DE LA SALA DE LO CONTENCIOSO ADMINISTRATIVO DEL H. CONSEJO DE ESTADO, fechado el veinte (20) de mayo de 1999, que confirmó esa decisión.
Segundo. LIBRAR por Secretaría las comunicaciones de que trata el artículo 36 del Decreto 2591 de 1991, para los efectos allí contemplados.
