  1. Primero. REVOCAR la sentencia proferida por el Juzgado 1deg Penal del Circuito de Chiquinquira (Boyaca) el 13 de agosto de 1996 y, en su lugar, TUTELAR los derechos de peticion y a la salud de Carlos Julio Rincon Rincon.
  2. Segundo. ORDENAR al Director del Instituto Nacional Penitenciario y Carcelario que, si aun no lo ha hecho, dentro de las cuarenta y ocho (48) horas siguientes a la notificacion de esta sentencia, resuelva la solicitud de traslado de Carlos Julio Rincon Rincon.
  3. Tercero. COMUNICAR esta providencia al Juzgado 1deg Penal del Circuito de Chiquinquira (Boyaca), para los efectos consagrados en el articulo 36 del Decreto 2591 de 1991.
