- Primero. REVOCAR los fallos proferidos por el Juzgado 35 Penal Municipal de Medellin del 19 de junio de 1997 y del Juzgado 13 Penal del Circuito de Medellin del 8 de julio del mismo ano. En su lugar SE ORDENARA a las entidades demandadas, si aun no lo han hecho para que en el termino de cuarenta y ocho (48) horas, contadas a partir de la notificacion de la presente sentencia, realicen las gestiones pertinentes, dentro de la normatividad vigente, a efecto de que en la programacion posterior del presupuesto, proyecten los recursos necesarios para efectuar el gasto y culminar la obra en cuestion.
- Segundo. SURTASE el tramite previsto en el articulo 36 del Decreto 2591 de 1991.
