CONFIRMAR la sentencia de 20 de abril de 1995, expedida por el Tribunal Administrativo de Norte de Santander, y la sentencia del 1º de septiembre de 1995, proferida por la Sala de lo Contencioso Administrativo -Sección Cuarta- del Consejo de Estado, por las razones expuestas en la parte motiva del presente fallo.
- SEGUNDO. Comuníquese lo resuelto en esta providencia al Tribunal Administrativo de Norte de Santander para las notificaciones y efectos previstos en el artículo 36 del Decreto No. 2591 de 1991.
