  2. SEGUNDO. Remítase copia del expediente al Consejo Seccional de la Judicatura del Departamento de Bolívar para que examine la conducta del Juez Promiscuo Municipal de Santa Rosa del Sur Dr. Howarad Puello Jurado en la tramitación de esta tutela.
  3. TERCERO. Notifíquese al petente, a Gumercinda Alvarado, al Defensor del Pueblo y al Tribunal de Cartagena.
