- Primero. Confirmar la sentencia proferida por la Sala Civil-Laboral del Tribunal Superior de Distrito judicial de Popayán, por las razones expuestas en la parte motiva de esta sentencia.
- Segundo. Prevenir en los términos de esta sentencia, al Alcalde del Municipio de Popayán con el fin de que en adelante se abstenga de realizar conductas dirigidas a entorpecer o a dilatar el pago efectivo de la obligaciones pensionales a cargo del Municipio de Popayán.
- Tercero. Prevenir en los términos de esta sentencia a la Sala Civil-Laboral del Tribunal Superior de Distrito judicial de Popayán, con el fin de que en adelante se abstenga de proferir decisiones en materia de tutela bajo el argumento de la insuficiencia probatoria.
- Cuarto. Por Secretaría General de esta Corporación líbrense las comunicaciones de que trata el artículo 36 del decreto 2591 de 1991.
