- PRIMERO. CONFIRMAR la Sentencia proferida dentro del proceso No. T-11221, por el Tribunal Superior de Distrito Judicial de Santafe de Bogota -Sala Laboral-, por las razones expuestas en esta sentencia.
- SEGUNDO. REVOCAR las Sentencias proferidas dentro de los procesos Nos. T-11224, T-11343, T-11347, T-11357, T-11370 y T-11643, proferidas por el Tribunal Superior de Distrito Judicial de Santafe de Bogota -Sala Laboral-, el Consejo de Estado -Sala Plena de lo Contencioso Administrativo-, el Consejo de Estado -Sala Plena de lo Contencioso Administrativo-, el Tribunal Administrativo de Cundinamarca -Seccion Segunda, Subseccion C-, el Tribunal Superior de Distrito Judicial de Santafe de Bogota -Sala Laboral- y el Juzgado 33 Civil Municipal de Santafe de Bogota, respectivamente, por las razones expuestas en esta sentencia.
- TERCERO. CONCEDER en consecuencia la tutela a Juan

Gutierrez Pimienta, Jorge Hernando Guerrero Guerrero, Julio Alfonso Forero Ruiz, Jose Eduardo Morales Tobias, Luis Maria Pinto Arguello, Ruth Marina Curiel Scoth, Graciela Diaz de Torres, Beatriz Carrillo de Ruiz, Gilma Moreno de Ramirez, exclusivamente en relacion con la vulneracion del derecho de peticion consagrado en el articulo 23 de la Constitucion, por los motivos expuestos en este fallo.
