  1. PRIMERO. REVOCAR la Sentencia proferida en este proceso por la Seccion Segunda del Tribunal Administrativo de Cundinamarca, por las razones expuestas en esta sentencia.
  2. SEGUNDO. CONCEDER la tutela a la senora Gloria Maria Rodriguez de Martinez exclusivamente en relacion con la vulneracion del derecho de peticion consagrado en el articulo 23 de la Constitucion, por los motivos expuestos en este fallo.
  3. TERCERO. ORDENAR al Coordinador de la Oficina de Prestaciones del F.E.R. del Distrito Capital que en el termino de cuarenta y ocho (48) horas responda la peticion formulada por la senora Gloria Maria Rodriguez de Martinez, expresando el estado actual de su solicitud.
  4. CUARTO. NEGAR la solicitud de tutela en lo referente a la vulneracion del derecho fundamental al trabajo, por las razones expuestas en esta sentencia.
  5. QUINTO. COMUNICAR a traves del la Secretaria General de la Corte Constitucional el contenido de la sentencia a la Seccion Segunda del Tribunal Administrativo de Cundinamarca, al Ministro de Educacion, al Fondo Nacional de Prestaciones Sociales del magisterio, a la Oficina de Prestaciones del Fondo Educativo Regional del Distrito Capital de Santafe de Bogota, al Gerente del Fondo Nacional de Prestaciones Sociales del magisterio de "Fiduciaria La Previsora Ltda", al Defensor del Pueblo y a la peticionaria de la tutela.
