- PRIMERO. CONFIRMAR la parte resolutiva de la Sentencia proferida por la Sala Plena de lo Contencioso Administrativo del Consejo de Estado, pero por razones diferentes, por cuanto las personas juridicas, en este caso, la Cooperativa Cootax Ltda. de Tunja, si son titulares de la accion de tutela con fundamento en los argumentos expuestos en esta Sentencia.
- SEGUNDO. NOTIFICAR a traves de la Secretaria General de la Corte Constitucional el contenido de esta sentencia a la Sala Plena de lo Contencioso Administrativo del Consejo de Estado, a la Sala Plena del Tribunal Administrativo de Boyaca, al Alcalde de la ciudad de Tunja, al Director del Departamento Administrativo de Transito y Transporte de Tunja, al defensor del Pueblo y a la Cooperativa Cootax Ltda. de Tunja.
