- Primero. REVOCAR el fallo proferido por la Sala de Decisión del Tribunal Administrativo de Bolívar de fecha 17 de agosto de 1999, mediante el cual negó la tutela incoada por Jorge Enrique Acosta Arrieta.
- Segundo. En su lugar, CONCEDESE la protección al derecho fundamental al debido proceso administrativo y por tanto, ORDENASE a las autoridades administrativas de ECOPETROL que, en un término no superior a las cuarenta y ocho (48) horas contadas a partir de la notificación de este Fallo, dispongan todo lo necesario para que haya lugar a la integración y conformación del Comité de Reclamos de Cicuco, con el objeto de que éste estudie la reclamación formulada por el actor.
- Tercero. DESE cumplimiento a lo previsto en el artículo 36 del Decreto 2591 de 1991.
