- Primero. REVOCAR la sentencia proferida por el Juzgado Trece Civil del Circuito de Bogotá el 31 de marzo de 2000 y en su lugar NEGAR la tutela impetrada por el señor Epimenio Rojas Pontón en contra del Ministerio de Justicia y del Derecho, por las razones expuestas en la presente sentencia.
- Segundo. Líbrense por Secretaría las comunicaciones a que se refiere el artículo 36 del Decreto 2591 de 1991.
