Primero. REVOCAR el fallo proferido por el Juzgado
Primero. Penal del Circuito de la ciudad de San Juan de Pasto, proferido el 28 de abril de 2000, por medio del cual se negó la protección solicitada por los actores de las tutelas de la referencia. En su lugar, SE CONCEDE la tutela de los derechos invocados y, en consecuencia, se ordena al Gobernador del Departamento de Nariño que, dentro de los tres (3) meses siguientes a la notificación de esta sentencia, cancele, con cargo al anticipo contemplado en el parágrafo 6 del artículo 2 de la Ley 549 de 1999, la deuda contraida con los actores por causa de sus derechos pensionales.
Se previene de nuevo al demandado para que no vuelva a incurrir en conductas como las que originaron la instauración de las acciones de tutela en referencia.
Segundo. Por Secretaría General, LÍBRENSE las comunicaciones a que se refiere el artículo 36 del decreto 2591 de 1991.
