- Primero. REVOCAR la sentencia proferida por el Tribunal Superior de Ibagué el 20 de agosto de 1999.
- Segundo. CONCEDER la tutela impetrada. En consecuencia, se ordena al Alcalde del Municipio de Fresno -Tolima- que, en el amparo de sus competencias, dentro de los diez (10) días siguientes a la notificación de esta sentencia, sitúe, si aún no lo ha hecho, a disposición de la Contraloría Municipal de Fresno, la totalidad de las partidas necesarias para sufragar lo adeudado a Sandra Patricia Cardona, empleada de la Contraloría , a quien se le adeudan varios meses de sueldo.
- Tercero. Por Secretaría General, LÍBRESE la comunicación de que trata el artículo 36 del Decreto 2591 de 1991.
