Declarar EXEQUIBLE la expresion "de funcionamiento" contenida en el articulo 18 del Proyecto de Ley numero 48/93 Camara, 154/93 Senado, "Por el cual se introducen algunas modificaciones a la Ley 38 de 1989, organica del presupuesto", en el entendido de que la iniciativa exclusiva del Gobierno, conforme se senalo en la Sentencia C-490 del tres (3) de noviembre de mil novecientos noventa y cuatro (1994), se refiere unicamente a las materias reguladas en el inciso
- segundo. del articulo 154 de la C.P.
- 2. Declarar EXEQUIBLE la expresion "y el articulo 163 de la Ley 5a. de 1992" contenida en el articulo 71 del Proyecto de Ley numero 48/93 Camara, 154/93 Senado, "Por el cual se introducen algunas modificaciones a la Ley 38 de 1989, organica del presupuesto".

Declarar EXEQUIBLE el articulo 69 del Proyecto de Ley numero 48/93 Camara, 154/93 Senado, "Por el cual se introducen algunas modificaciones a la Ley 38 de 1989, organica del presupuesto", modificado por el H.
