- Declarar exequible la expresión acusada del artículo 1o. de la Ley 76 de 1993, que dice:
- "Artículo 1o. Las oficinas consulares de la República en cuya jurisdicción la comunidad colombiana residente estimada sea superior a 10.000 personas, tendrán funcionarios especializados en la orientación y asistencia jurídica a los compatriotas que allí se encuentren.
- Estos funcionarios serán preferiblemente nacionales colombianos, pero a juicio del Ministerio de Relaciones Exteriores o de la Misión Diplomática o Consular, podrá ser contratada la asesoría externa de conocedores del derecho interno en dichos países." (La parte subrayada del inciso
