Conflicto de competencia suscitado entre los Juzgados Tercero Administrativo del Circuito de Cartagena y Promiscuo de Familia de Sabanalarga (Atlántico).
La controversia entre los precitados despachos tuvo su origen en las diferentes interpretaciones del factor territorial.
Teniendo en cuenta que los dos juzgados son competentes para tramitar la acción de tutela invocada, la Corte decidió dar prevalencia a la elección efectuada por la demandante.
Con base en lo anterior se ordenó el envío del expediente al Juzgado Tercero Administrativo del Circuito de Cartagena para que, de manera inmediata, continúe con el trámite y profiera decisión de fondo a que haya lugar.

- Tercero. Administrativo del Circuito Judicial de Cartagena, dentro del expediente ICC-4185.
- SEGUNDO. REMITIR al Juzgado
- Tercero. Administrativo del Circuito de Cartagena, el expediente ICC-4185 para que, de manera inmediata, continúe con el trámite y profiera decisión de fondo respecto de la tutela presentada por Nilsa Esther Pérez Pérez, en contra del alcalde municipal de Sabanalarga y la Administradora Colombiana de Pensiones.
- TERCERO. ORDENAR que, por Secretaría General, se comunique la decisión adoptada en esta providencia a la parte accionante y al Juzgado Promiscuo de Familia de Sabanalarga
