Conflicto de competencia suscitado entre los Juzgados Primero Administrativo del Circuito de Girardot, Octavo Administrativo del Circuito de Ibagué y Primero Civil del Circuito de Espinal.
La controversia entre los precitados despachos tuvo su origen en las diferentes interpretaciones del factor territorial.
Al revisar el asunto concluyó la Corte que el juzgado que tiene la competencia para tramitar la acción de tutela de la referencia es el Primero Administrativo del Circuito de Girardot, a donde se ordena remitir el expediente de manera inmediata, para que continúe con el trámite y profiera decisión de fondo a que haya lugar.

Administrativo del Circuito de Girardot, el expediente ICC-4167 para que, de manera inmediata, continúe con el trámite y profiera decisión de fondo respecto de la tutela presentada por Guillermo Prada en contra de la Agencia Nacional de Infraestructura -ANI- y el Concesionario Vía 40 Express S.A.S.
