Conflicto de competencia suscitado entre el Juzgado Tercero Administrativo Oral del Circuito de Tunja y el Juzgado Promiscuo del Circuito de Paz del Río (Boyacá).
En este caso la controversia se generó por las diferentes interpretaciones realizadas a los artículos 86 de la Constitución y 37 del Decreto Estatutario 2591 de 1991, que aluden a los factores que precisan la competencia en materia de tutela.
Considera la Corte que el despacho judicial que debe asumir el conocimiento de la solicitud de amparo es el de la ciudad de Tunja, a quien se dispone enviar el expediente para que sin dilación alguna le imparta el trámite correspondiente.

- Tercero. Administrativo Oral del Circuito de Tunja, en el trámite de la acción interpuesta por las señoras Patricia Nova Téllez, María Ángela Nova Téllez y Gladys María Díaz Téllez contra el Instituto Colombiano de Bienestar Familiar -Regional Boyacá- con sede en la ciudad de Tunja.
- SEGUNDO. REMITIR el expediente ICC-3066 al Juzgado
- Tercero. Administrativo Oral del Circuito de Tunja que contiene la acción de tutela presentada por las señoras Patricia Nova Téllez, María Ángela Nova Téllez y Gladys María Díaz Téllez contra el Instituto Colombiano de Bienestar Familiar -Regional Boyacá- con sede en la ciudad de Tunja, para que, de manera inmediata, tramite y adopte la decisión de fondo a que haya lugar.
