La controversia se generó en las diferentes interpretaciones que del factor territorial hicieron las autoridades judiciales involucradas.
La Corte considera que el juzgado competente para resolver la acción de tutela formulada es el del municipio de Ulloa, por cuanto fue el elegido a prevención por la accionante.
Se dispone enviar el expediente a dicho despacho, para que de forma inmediata tramite y profiera la decisión de fondo que corresponda.

- Primero. DEJAR SIN EFECTOS el auto del 6 de julio de 2018, que profirio el Juzgado Promiscuo Municipal de Ulloa (Valle del Cauca), mediante el cual se declaro sin competencia para conocer la tutela interpuesta por la senora Gloria Ines Pineda Pineda en contra del Fondo de Pensiones y Cesantias Proteccion S.A. y la Alcaldia Municipal de Ulloa (Valle del Cauca).
- Segundo. REMITIR el expediente ICC-3435 al Juzgado Promiscuo Municipal de Ulloa (Valle del Cauca), para que, de forma inmediata, tramite y profiera decision de fondo respecto del amparo solicitado.
- Tercero. Por Secretaria General, COMUNICAR a la accionante y al Juzgado
