- Primero. DEJAR SIN EFECTOS el auto del 21 de junio de 2016, que profirio el Tribunal Superior del Distrito Judicial de Ibague (Tolima), Sala de Decision Penal, mediante el cual se declaro incompetente para conocer de la accion de tutela presentada por Johan Manuel Guzman Doncel contra la Registraduria Nacional del Estado Civil y los delegados del registrador para la Circunscripcion Electoral del Tolima.
- Segundo. REMITIR el expediente ICC-3043 al Tribunal Superior del Distrito Judicial de Ibague (Tolima), Sala de Decision Penal, para que, de forma inmediata, tramite y profiera decision de fondo respecto del amparo solicitado.
- Tercero. Por Secretaria General, COMUNICAR al Juzgado Once Administrativo del Circuito Judicial de Ibague (Tolima), la decision adoptada en esta providencia, asi como a las partes del proceso de tutela.
