La Sala Plena de la Corporación encontró acertada la decisión cuestionada, en razón a que no se reunieron los requisitos de claridad, certeza, especificidad, pertinencia y suficiencia que debe reunir el concepto de violación de cara a habilitar el control abstracto de constitucionalidad.
