La demanda se rechazó por la persistencia de los requisitos de certeza, especificidad, pertinencia y suficiencia advertidos en el auto de inadmisión.
Concluyó la Sala Plena de la Corporación que el actor no cumplió con la carga mínima argumentativa necesaria para proceder con el estudio de fondo del recurso y, en consecuencia, procedió a RECHAZARLO por improcedente.

- PRIMERO. RECHAZAR el recurso de súplica presentado en contra del auto del 6 de febrero de 2024, proferido por la magistrada Natalia Ángel Cabo, dentro del expediente D-15647, mediante el cual se rechazó la demanda interpuesta por Andrés Felipe Guzmán Rojas, contra el numeral 2º del arti´culo 76 A (parcial) del Decreto Ley 262 de 2000, adicionado por el arti´culo 23 del Decreto Ley 1851 de 2021.
- SEGUNDO. A través de la Secretaría General de la Corte Constitucional, COMUNICAR esta decisión al recurrente, indicándole que contra la misma no proceden recursos.
- TERCERO. Ejecutoriada esta decisión, archívese el expediente.
