Conflicto de competencia suscitado entre el Juzgado Segundo Laboral del Circuito de Buenaventura y el Juzgado Tercero Administrativo del Circuito de Manizales.
La controversia se generó en torno a las diferentes interpretaciones que hicieron los despachos involucrados del factor territorial.
Como quiera que ambos juzgados son competentes para decidir la acción de tutela, la Corte decide respetar la elección que hizo el accionante y, en consecuencia, disponer que la autoridad competente para tramitarla es el de la ciudad de Buenaventura, a quien se remite el expediente para que de manera inmediata tramite y adopte la decisión de fondo a que haya lugar.
