Conflicto de competencia suscitado entre el Juzgado Tercero Promiscuo Municipal de Barbosa (Santander), la Sala Civil Familia Laboral del Tribunal Superior de San Gil y el Juzgado Primero Penal del Circuito de Vélez (Santander).
Para la Corte no son de recibo las consideraciones aducidas por el juzgado del municipio de Barbosa para abstenerse de conocer la acción de tutela formulada, pues las consideraciones del Decreto 1382 de 2000, en las cuales se basó, solo consagra reglas de reparto y no de competencia.
Se dirime el asunto con la remisión del expediente a dicha autoridad para que de manera inmediata tramite y adopte la decisión de fondo a que haya lugar.

- Tercero. Promiscuo Municipal de Barbosa-Santander, dentro del expediente ICC-2927.
- SEGUNDO. REMITIR al Juzgado

Promiscuo Municipal de Barbosa-Santander el expediente ICC-2927, para que, de manera inmediata, tramite y adopte la decision de fondo a que haya lugar, dentro de la accion de tutela formulada por el senor Jaime Ruiz contra la Presidencia de la Republica y la Direccion General de la Unidad para la Atencion y Reparacion Integral a las Victimas.
- TERCERO. ORDENAR que, por Secretaria General, se comunique la decision adoptada en esta providencia a las partes, a la Sala Civil Familia Laboral del Tribunal Superior de San Gil y al Juzgado
