Recurso de súplica.
La demanda se rechazó por la manifiesta incompetencia de la Corporación, según lo establecido en el inciso final del artículo 6º del Decreto 2067 de 1991.
La Sala Plena estuvo de acuerdo en que lo pretendido por el actor se oponía directamente al sistema de competencias de la Corte Constitucional y a la regla contenida en el artículo 59 transitorio Superior.
