PRIMERO. Dejar sin efecto el Auto del veintiuno (21) de septiembre de 2006, proferido por el Juzgado
Octavo. Civil del Circuito de Cartagena, dentro de la accion de tutela promovida por el senor Luis Enrique Olivera Petro.
SEGUNDO. ORDENAR que por intermedio de la Secretaria General de la Corte Constitucional, se REMITA al Juzgado
Octavo. Civil del Circuito de Cartagena, el expediente contentivo de la accion de tutela promovida por el senor Luis Enrique Olivera Petro contra la Empresa Colombiana de Petroleos -ECOPETROL- y Glencore o Petrobras para que inicie, de forma inmediata, el tramite de la accion de tutela de la referencia.
TERCERO. Por Secretaria General COMUNIQUESE al Tribunal Contencioso Administrativo de Bolivar, Sala de Decision, lo resuelto en esta providencia con el fin de ponerle en conocimiento los fundamentos constitucionales y legales en virtud de los cuales se adopta la presente decision.
