El peticionario pidió a la Corporación iniciar el incidente porque la institución accionada no ha dado cumplimiento a lo dispuesto en los numerales segundo y tercero de la parte resolutiva del precitado fallo.
Encontró la Corte que no tiene competencia para asumir el trámite solicitado y por lo tanto decidió enviar el escrito al Juzgado Primero Civil Municipal de Pamplona para que, como juez de primera instancia, adelante el trámite de su competencia.
