Se ordenó al Tribunal Administrativo de Cundinamarca, Sección Primera, Subsección “B”, que asuma de forma inmediata el conocimiento de la tutela de la referencia, toda vez que ante el vacío del Decreto 1382 de 2000, es necesario acudir a las reglas generales previstas en el Art. 37 del Decreto 2591 de 1991, norma que señala lo siguiente: “Primera instancia.
Son competentes para conocer de la acción de tutela, a prevención, los jueces o tribunales con jurisdicción en el lugar donde ocurriere la violación o la amenaza que motivaren la presentación de la solicitud”.
